- They rot. Hessian sacking breaks down when it is left damp, so a stack kept in the garage may not be usable next winter.
- They are a disposal problem. Once they have sat in floodwater they hold contaminants including sewage, and your local authority will usually want to advise on how to get rid of them.
- They may not be there when you need them. Councils are not obliged to supply sandbags, and demand spikes in the hours before a flood.
